The quality of these locks is great and they are of a solid build. I have found no simple way of tampering with (or removing) the lock without alerting my Dom to what I have done. The serial numbers on the tags are clearly visible and can be easily made out if you have to photograph and send compliance of your...honesty to another. So rest assured that once these locks are closed, they are staying closed. As for the packaging, the tags come in a handy resealable bag that will keep the tags safe until they are next needed.
