The cuffs are attached to the ties and are Velcro, which are a bit yikes. The ticker we just gave to my cat but seemed kinda tacky, we haven't used anything out yet but they seem to be average quality. Got this on half price, not fully mad at it but wished the ties and tethers were separate and not Velcro
